Brandon Lipps, J.D., is a nationally recognized leader in food and nutrition policy and a bold voice for common-sense solutions to complex challenges. As co-founder and principal of Caprock Strategies, he advises organizations navigating the intersection of federal policy, food systems and rural community needs, bringing a unique blend of strategic insight, political acumen and real-world pragmatism.

Brandon previously served as the U.S. Department of Agriculture’s Deputy Under Secretary for Food, Nutrition and Consumer Services where he oversaw a $100 billion portfolio spanning 15 domestic nutrition programs, including SNAP, WIC and school meals. He also led USDA’s role in the development of the 2020 Dietary Guidelines in coordination with the Department of Health and Human Services.

In earlier roles, Brandon served as Chief of Staff to the Chancellor of the Texas Tech University System, senior counsel on the House Committee on Agriculture and legislative aide in the Texas State Legislature. He currently serves on the board of Midwest Food Bank and is a frequent speaker and commentator on food access, public health and the future of federal nutrition policy.

A West Texas native, Brandon brings deep roots in agriculture, public service and faith-driven leadership. His work is grounded in the belief that good policy should serve real people and that lasting change starts with bold ideas, strong relationships and clear strategy.
